An effective social sector includes a well-functioning labor market, an education system that provides the skills needed in that market, appropriate social services to meet the needs of vulnerable segments of the population, public and private insurance to help manage risks across the lifecycle, and a social assistance system to help the poor and the most disadvantaged.
The purpose of this study is to provide an overview of best practices in inclusive education, inform stakeholders of the current status of inclusive education in the region, describe the contextual factors which affect program implementation, and make recommendations of practical start-up steps for inclusive education programs.
